State Authorization, Complaints, and Professional Licensure

Martin Community College participates in the National Council for State Authorization Reciprocity Agreements (NC-SARA), which enables online program delivery to students in all states, districts, and territories that participate in NC-SARA — except California, Puerto Rico, and the U.S. Virgin Islands.

MCC determines a student’s location at initial enrollment and upon formal notice of location changes. State-authorization location is not the same as residency for tuition purposes. The College reserves the right to deny admission to non-North Carolina residents whose location falls outside our authorized service areas.

Student Complaint Procedures

Initial complaints proceed through the MCC Grievance Procedure. For complaints that cannot be resolved internally, several external complaint options exist.

  • North Carolina Residents — UNC-System Office handles complaints via studentcomplaints.northcarolina.edu
  • SARA-NC Complaints — Terrence R. Scarborough, Director, NCSEAA, P.O. Box 41349, Raleigh, NC 27629. Phone (919) 248-4667. Email [email protected]
  • SACSCOC Complaints — see the Accreditation page for SACSCOC contact information and complaint procedure

Professional Licensure

NC-SARA does not address professional licensing-board approvals. The U.S. Department of Education requires disclosure statements indicating whether program curricula meet state educational requirements for licensure or certification.

MCC programs target North Carolina licensure standards. Students planning to practice in another state should contact the relevant state licensing board and the program director below before enrolling.
